Vo vzťahu k Banskej Bystrici má osobitné postavenie, pretože práve on tunajším nemeckým hosťom v roku 1255 udelil mestské výsady.

Bela IV assumed the throne of the Kingdom of Hungary after the death of his father András II in 1235. Immediately, he initiated reforms aimed at preventing any further weakening of the royal power in the country. He ordered a review of the validity of all donations of assets and adopted measures to enhance the authority of the king. Under his municipal reform, privileges were granted to towns. After the retreat of the Tatars, he launched an effort to rebuild the ravaged monarchy. Castles were repaired and built, German colonizers were invited and municipal privileges were renewed and newly granted to consolidate the country’s ruined economy. Bela IV is considered a successful ruler and the founder of the new Kingdom of Hungary. He has a special place in the history of Banská Bystrica because in 1255 he granted municipal privileges to the local German colonists.
